Powell takes the stage:
Jerome Powell, the new chairman of the Federal Reserve, makes his first appearance on Capitol Hill
in his new role on Tuesday.
Every Fed chair goes before Congress twice a year to report on the state of the economy. Investors will be paying
even closer attention this time for clues on how quickly the Fed might raise interest rates if inflation picks up.
Powell's prepared testimony is released at 8:30am Eastern Powell is scheduled to answer questions from the
House Financial Services Committee later Tuesday, then the Senate Banking Committee on Thursday.
Coincidentally, former Fed chairs Janet Yellen and Ben Bernanke are scheduled for a public conversation
n Tuesday at the Brookings Institution at 2 p.m. ET.
"What they say when unconstrained by politics will be market relevant,"
said Paul Donovan, global chief economist at UBS Wealth Management.

Takeover tussle:
Comcast just crashed Rupert Murdoch's efforts to take control of European broadcaster Sky. (SKYAY)
Comcast (CMCSA) announced Tuesday a bid for Sky worth Ģ12.50 per share, beating the Ģ10.75 per share
offered by Murdoch's 21st Century Fox (FOX). Sky's shares soared more than 20% on the news.
Murdoch has been trying for years to take full control of Sky, but its latest bid for the 61% of the company
it doesn't already own has run into opposition from regulators.
"We expect this [Comcast] deal to go through as we do not think Fox ... will want to get into a bidding war,
especially given the complications surrounding Sky News," said Liberum analyst Ian Whittaker.
Comcast's challenge could also complicate Disney's (DIS) $52 billion bid for a huge chunk of Fox's assets,
which includes Fox's stake in Sky.


South Africa changes: Investors are watching South Africa after President Cyril Ramaphosa made major changes to his cabinet,
bringing back two former respected finance ministers.
Nhlanhla Nene is back in his former job as finance minister. Pravin Gordhan is now minister of public enterprises.
South African shares moved higher Tuesday and the country's currency is trading around a three-year high.

Earnings:
Discovery (DISCA), Macy's (M), SeaWorld Entertainment (SEAS) and Vitamin Shoppe (VSI) are set to release earnings
before the open Tuesday.

Then after the close we'll get results from Etsy (ETSY), Express Scripts (ESRX), Hertz Global (HTZ), IMAX (IMAX),
Live Nation (LYV), Papa John's (PZZA), Booking Holdings (PCLN) (formerly Priceline) and Weight Watchers (WTW).


Global stock market overview: It looks like the recovery rally has run out of steam on Tuesday.
US stock futures are dipping down.
European markets are muddled in early trading and most Asian markets ended the day in the red.
This comes after the Dow Jones industrial average, S&P 500 and Nasdaq all surged by more than 1% on Monday.

Cnn Money:

Retail review: Several retailers are reporting earnings this week after
Macy's (M) kicked things off on Tuesday with better-than-expected results.
Macy's offered a healthy outlook for this year, suggesting there
is still room in the market for traditional stores even though online
companies like Amazon (AMZN) are encroaching on their territory.

L Brands (LB), Crocs (CROX) and TJX (TJX) are set to publish their results on Wednesday,
alongside Lowe's (LOW), which has mostly avoided the troubles plaguing the rest of the industry.
Kohl's (KSS), Nordstrom (JWN), Best Buy (BBY) and Gap (GPS) are set to report Thursday.
And Foot Locker (FL) and JCPenney (JCP) report Friday.


Economic update: The US Bureau of Economic Analysis is releasing its updated report on
fourth quarter GDP at 8:30 a.m. ET. The original GDP estimate showed the economy grew
at an annual rate of 2.6% in the fourth quarter.
Paul Donovan, global chief economist at UBS Wealth Management, said investors shouldn't get
too "worked up" over any potential revisions.
"The broad picture is of a US economy performing at or above trend," he said.

India is also due to publish its GDP figures at 7am(Eastern)
A Reuters poll estimates the economy grew by 6.9% in the October-December quarter.


Global market overview: There's a fair bit of negativity in global stock markets right now.
US stock futures are indicating Wall Street could inch higher at the open,
but most key markets are sinking in Europe and Asia.

A worse-than-expected Chinese manufacturing report for February
is blamed for hitting market sentiment in Asia.

This comes after the Dow Jones industrial average, S&P 500 and Nasdaq
all dropped by more than 1% on Tuesday.
The selling was blamed on concerns about more interest rate hikes
after Federal Reserve chair Jerome Powell publicly expressed confidence
about growth prospects for the American economy.

Powell talks, markets listen: US Federal Reserve chair Jerome Powell will appear before the Senate Banking Committee on Thursday.
The new central bank chief made investors nervous on Tuesday, when comments made before the House Financial Services Committee
suggested faster-than-expected interest rate hikes.
Powell took over from former Fed boss Janet Yellen less than a month ago,
and investors are still hungry for clues on how he will steer the central bank.

Tariff talk: President Trump could slap new, high tariffs on steel and aluminum imports on Thursday, according to media reports.
The Commerce Department sent Trump several recommendations last month, including across-the-board tariffs
and stiffer targeted penalties on certain nations that sell steel and aluminum in the US.
Both metals are crucial raw material for autos, airplanes and appliances made in the US.
The construction, oil and utility industries use the metals for beams, pipelines and wires, as well as cans for food and drinks.
Imports make up about a third of the 100 million tons of steel used by American businesses every year.
"Trade protection [of this kind] remains a key risk to our generally optimistic economic and market view,"
said Paul Donovan, global chief economist at UBS Wealth Management. "The trend towards protectionism is ... worrying for markets."

Earnings: AMC Entertainment (AMC), Barnes & Noble (BKS), Best Buy (BBY), Kohl's (KSS) and Sotheby's (BID) will report quarterly results.
Gun-maker American Outdoor Brands (AOBC), along with Equifax (EFX), Gap (GPS) and Nordstrom (JWN) will release earnings after the close.

Shares in Anheuser-Busch InBev (BUD) shot 6% higher in Brussels after the brewer reported results.
Shares in advertising conglomerate WPP (WPP) were down 14% in London after it told investors that 2017 "was not a pretty year."
Auto focus: US auto manufacturers will report February sales data on Thursday.

Global market overview: US stock futures were soft and European markets dipped in early trading.
Asian markets ended the day with mixed results.

Cnn Money:

Tariff reaction: Traders are hitting the sell button after President Trump tweeted Friday that
"trade wars are good, and easy to win."
US stock futures dropped following the tweet. The Dow and Nasdaq were headed for losses of 0.8%.
Trump announced plans on Thursday for heavy tariffs on steel and aluminum imports, which sparked
fears that this could lead to a trade war.
Investors are worried Trump's protectionist stance could set off a wave of retaliatory moves that would
hurt businesses from South Korea to Canada.
The US is the world's biggest importer of steel and aluminum, so the introduction of import tariffs is
expected to ripple throughout the global economy.
European markets declined on Friday, with some indexes down by more than 2%. Asian markets closed
with losses.
Steelmakers were hard hit. In Europe, ThyssenKrupp (TKAMY) was down 3%, Salzgitter (SZGPY) dropped
by nearly 5% and ArcelorMittal (AMSYF) was off by 4%.
China's Baoshan Iron & Steel and Japan's Nippon Steel (NISTF) both dropped nearly 4%.

The stock market selling kicked off on Thursday after the steel tariff announcement.
The Dow Jones industrial average dropped 1.7%, the S&P 500 fell by 1.3% and the Nasdaq declined 1.3%.


Brexit focus: UK Prime Minister Theresa May will deliver what's billed as a major speech on Brexit.
According to excerpts from the speech, she will say that Britain and the EU should be able to forge a deeper
and broader free trade agreement than anywhere else in the world.
May has said that she wants trade between the UK and Europe to be "as frictionless as possible" after Brexit.
But what will be possible outside the EU's internal market and customs union?

"There can be no frictionless trade outside of the customs union and the single market," Donald Tusk,
president of the council of all 28 EU member states, said on Thursday.
"Friction is an inevitable side effect of Brexit. By nature."

Stock market movers -- Gap, Nordstrom, American Outdoor Brands: Shares in Gap (GPS) were up 9% premarket
after the company reported better-than-expected earnings.
Shares in Nordstrom (JWN) were down 4% premarket after the retailer published disappointing results on Thursday.

Shares in American Outdoor Brands (AOBC) were set to tank 12% after it posted rough quarterly earnings.
The company, which owns the Smith & Wesson brand, reported a 33% drop in sales from the previous year,
and profits that sank 65%.

Cnn Money:

Trade fears: Investors are reacting to new trade threats from President Trump.
Trump said over the weekend he would slap a new tax on cars from Europe if the
European Union retaliated against his proposed steel and aluminum tariffs.
BMW (BMWYY) shares were down by more than 1% in early trade, and Daimler (DDAIF)
dropped about 0.6%. Volkswagen (VLKAF) shares were flat.
Trump announced plans last week to impose a 25% tariff on imported steel and a 10%
tariff on aluminum.
The EU vowed to hit back with tariffs on American-made motorcycles, bourbon, and denim jeans.
Experts have warned that Trump could be walking into a trade war that would kill American jobs
and reduce global trade.

European deals -- AXA, Siemens: Shares in AXA (AXAHY) dropped by 7% in Paris after the insurer
said it would buy industry rival XL Group (XL) for $15.3 billion in cash.
The deal represents a 33% premium over XL Group's closing price on Friday.
XL Group is traded on the New York Stock Exchange.

German industrial conglomerate Siemens (GCTAF) said that an initial public
offering of its health care division will be smaller than expected.
The company will sell a 15% stake in Healthineers on the Frankfurt Stock Exchange on March 16.
Investors had been expecting more shares to be on offer.
Siemens expects the listing to raise up to €4.7 billion ($5.7 billion).

Politics, politics, politics: Italian stocks dropped 1.3% in early trading after
anti-establishment parties surged in national elections on Sunday.
No party received enough votes to rule alone, but the populist Five Star Movement made significant
gains and could be the biggest single party in parliament.
"It may take months of tortuous negotiations to form a government which apparently will need to
be backed by one of the two big radical parties, the [Five Star Movement] or the euro-sceptic Lega [Nord],"
wrote economists at Berenberg Bank.
In Germany, Chancellor Angela Merkel has secured a fourth term after months of political wrangling.
The Social Democratic Party voted to renew a coalition with Merkel's Christian Democrats, ending nearly
six months of political deadlock that had threatened reforms in Europe.
German stocks were up 1% in early trading.


China GDP: China is predicting a slowdown in growth in 2018.
Beijing announced an economic growth target of 6.5% on Monday.
That's several notches below the 6.9% rate at which the world's second
largest economy expanded last year.
The government's target for this year is in line with economists' forecasts.
It was unveiled at the start of the National People's Congress, an annual gathering
of Chinese lawmakers.
Growth is expected to cool this year as the Chinese government ramps up efforts
to cut risk in its financial system and close down inefficient, polluting factories.

Global stock market overview: US stock futures were soft, while European markets

Trade fears subside:
Stocks moved higher on Tuesday as worries over a global trade war diminished.
Investors had been nervous about new steel tariffs -- and supercharged trade rhetoric --
that have come out of the Trump administration in recent days.

On Monday, House Speaker Paul Ryan and other top Republicans broke with the White House,
saying they were worried about the economic consequences of the trade actions.

US stock futures were higher ahead of the open.

European markets rose in early trading, with some indexes adding more than 1%.
Most Asian markets ended the day with gains of 1% to 2%.

The Dow Jones industrial average, S&P 500
and Nasdaq all increased between 1% and 1.4% on Monday.


Geneva Motor Show revs up: Automakers are descending on Geneva
for one of the biggest auto shows of the year.
The event could be overshadowed by talk about how US steel tariffs
and retaliatory trade moves would impact automakers.
Goldman Sachs estimates that President Donald Trump's steel tariff
could cost Ford (F) and General Motors (GM) $1 billion a year.
Trump has also threatened to hit cars made in Europe with a new tax.


What to watch -- Nordstrom, Saudi Aramco: Shares in Nordstrom (JWN)
could be on the move after the retail giant rejected a takeover offer from the Nordstrom family.
The family's offer of $50 per share was "inadequate," the company said in a statement.
The CEO of Saudi Aramco will speak at an energy conference in Houston at 9:50am(Eastern)

Cnn Money:

Gary Cohn is out: President Donald Trump's top economic adviser is leaving the White House,
and his departure is sending shock waves through Wall Street.
Cohn, the former president of Goldman Sachs (GS), was a moderating voice in Trump administration,
helping to temper more aggressive views on economic policy and especially trade.

US stock futures were down about 1% on Wednesday.
Cohn had been trying in recent days to soften Trump's plan to impose tariffs on aluminum and steel,
which many observers fear could spark a trade war.

Global markets also reacted badly to the resignation. European stocks dropped in early trading,
with many key indexes down by about 0.5%. Losses exceeded 1% in some Asian markets.
Europe responds: The European Commission will brief reporters on Wednesday on how it will
\respond to Trump's steel and aluminum tariffs.

Commission President Jean-Claude Juncker said last week that Harley-Davidson (HOG) motorbikes
and bourbon whiskey could be targeted.

It's also a big day for Brexit.
The European Union will also publish a draft proposal outlining plans for its future trading relationship with Britain.
Separately, UK Treasury chief Philip Hammond will outline his view on the future of financial services.

Earnings and economics: Abercrombie & Fitch (ANF), Casey's General (CASY) and Dollar Tree (DLTR) will release earnings
before the open. Caesars Entertainment (CZR), Costco (COST) and Rosetta Stone (RST) will follow after the close.

The US Census Bureau will publish January trade balance data at 8:30 a.m. ET.
The Federal Reserve will release its Beige Book at 2 p.m., giving an overview of economic performance across the country.

Stock market movers -- Autodesk, H&R Block, Rolls-Royce: Shares in Autodesk (ADSK) and H&R Block (HRB) surged in extended
trading after reporting better-than-expected quarterly results.
Shares in industrial conglomerate Rolls-Royce (RYCEY) jumped by 14% in London after the company released its annual results.

Tariff time?: President Donald Trump could formalize new tariffs on steel and aluminum imports on Thursday.
Or not.
There was confusion late Wednesday over whether the paperwork would be ready in time for the planned
signing around 3:30 p.m. ET. There's also confusion about whether some countries would be exempt.
"The expectation is that the order enacting the tariffs will be signed by the end of the week,
but the details remain elusive," said Mike O'Rourke, chiefmarket strategist at JonesTrading.
The tariffs are expected to lead to retaliatory measures from other countries, raising concerns about an all-out trade war.
China's Foreign Minister Wang Yi said Thursday that "in the event of a trade war --
China will make a justified and necessary response."
The European Union is preparing tariffs on US products, including orange juice.

US stock futures were a bit soft.
European markets were mixed in early trading. Asian markets ended the day with gains.

Health care deal: Cigna (CI) has announced plans to buy Express Scripts (ESRX) in a deal valued at $67 billion,
including debt worth $15 billion.
The Wall Street Journal first reported that the insurer and pharmacy-benefit manager were in talks.
Shares in Cigna were down 5% premarket, while Express Scripts stock added 17%.
It's the latest in a series of major health care deals.

Earnings: Kroger (KR), Embraer (ERJ) and American Eagle (AEO) will release earnings before the open.
El Pollo Loco (LOCO) will follow after the close.
Kroger, the largest grocery chain in the US, announced last week that it would stop selling guns and ammunition
\to customers under the age of 21. The chain sells weapons and ammunition at 45 Fred Meyer stores.
The grocer may face questions from investors about its decision on guns,
and its reported talks with Chinese e-commerce giant Alibaba (BABA).

Economics: The European Central Bank will announce a decision on interest rates and hold a news conference on Thursday.
Investors will be watching to see if the central bank gives any hints about its plans to wind down its stimulus program.
\Concerns over weak inflation and a potential trade war could force the ECB to keep its foot on the gas.

Stocks boom: Investors are feeling downright cheery on Monday.
Asian stocks turned in a banner day, with some major indexes posting gains of 1% or more.
European markets opened in positive territory.

US stock futures were also higher. The Nasdaq, which hit a record on Friday, was poised to hit new highs.
Tangled takeovers: Tech shares could be on the move Monday after the Wall Street Journal reported that Intel (INTC)
is considering a bid for Broadcom (AVGO).

Broadcom has pursued a hostile takeover of rival Qualcomm (QCOM) in recent months, but it has so far been rebuffed.
Intel does not want the Broadcom-Qualcomm deal to happen. The Wall Street Journal said that Intel could step in with
a big offer for Broadcom if the takeover starts to appear likely.
The Committee on Foreign Investment in the United States has expressed concerns that a Broadcom takeover of Qualcomm
would undermine US efforts to stay ahead of China in the development of 5G tech.

Shares in E.ON (EONGY) and RWE (RWEOY) rose over 5% after the German energy companies announced a complicated asset swap.

High fashion: Shares in Prada (PRDSY) gained 15% in Hong Kong after the luxury brand reported a positive outlook for 2018.
"We are starting to see concrete benefits from the numerous strategic initiatives currently under way and we are expecting
a return to growth in 2018," said Prada CEO Patrizio Bertelli.

Deutsche Bank: The German lender has released more details ahead of an IPO of its asset management unit.
The bank plans to sell 20% of the unit at a price of €30 ($37) to €36 ($44) a share.

Tech deal blocked: The White House has blocked Broadcom's $117 billion bid for Qualcomm
due to national security concerns.

President Donald Trump said Monday that there is "credible evidence" that Broadcom (AVGO)
and its affiliates "might take action that threatens to impair the national security of the United States."
He said the two companies must "immediately and permanently abandon the proposed takeover."
Broadcom said in a statement late Monday that it is reviewing the order and that it "strongly disagrees
that its proposed acquisition of Qualcomm raises any national security concerns."
Broadcom primarily makes chips for wired broadband communications, such as modems, Wi-Fi and routers.
Qualcomm (QCOM) is known for inventing 2G and3G wireless network technology, and it has been investing
heavily in 5G.
Shares in Qualcomm were down about 5% premarket. Broadcom's stock was flat.

Inflation watch: The US Labor Department is set to release its Consumer Price Index for February at 8:30 a.m. ET.
Wall Street will pay close attention to the inflation data.
Inflation rose faster than economists expected in January. Investors fear that rising prices could prompt the
Federal Reserve to hike interest rates more quickly — and steeply — than it had planned.
Inflation fears have receded in recent weeks, especially after the February jobs report showed
strong employment gains but a slowdown in wage growth.


UK in the spotlight: British Prime Minister Theresa May said on Monday that Russia was "highly likely"
responsible for the attempted murder of former double agent Sergei Skripal.
May demanded a response from the Russian government by the end of Tuesday.
Britain could respond with diplomatic expulsions, asset seizures and a push for sanctions.
Separately UK finance minister Philip Hammond will deliver an update Tuesday on government finances
and the British economy.
With just a year to go before Brexit, the UK economy is growing at a slower pace than
the European Union as a whole.

Global stock market overview: US stock futures were pointing up, but the gains were small.

European markets were mostly higher in early trading. Asian markets ended the day with some

Retail bonanza: It's a big day for global retailers.

The US Census Bureau will publish retail sales data for February at 8:30 a.m. ET.
Economists expect the report to show a 0.3% increase in sales over the previous month.
There will also be some US company data on offer. Clothing retailer Express (EXPR)
will publish results before the open, and Williams-Sonoma (WSM) will follow after the closing bell.

Signet Jewelers (SIG) will also report before the open. The company, which owns mall-based
Kay, Jared and Zales, reported weak sales last quarter and over the holidays.
Mall closures are hurting the affordable jewelery brands.

In Europe, shares in Adidas (ADDDF) jumped 9% after the company lifted its profit forecast
and said fourth quarter sales had jumped 12%. The German sports retailer also announced a
€3 billion ($3.7 billion) stock buyback program.

Inditex, which owns the Zara fashion brand, reported a 7% growth in profits in 2017.
The Spanish retailer also said its online sales grew 41% in 2017. Shares were trading 3% lower in Madrid.

US politics: US stock futures were pointing higher after a day of political turmoil.
The Dow Jones industrial average dropped 0.7% on Tuesday after President Donald Trump
ousted Secretary of State Rex Tillerson. The S&P 500 shed 0.6%, and the Nasdaq closed 1% lower.
"US equity markets closed sharply lower after the dismissal of US Secretary of State Tillerson,
despite the Nasdaq clocking a fresh intraday record high earlier in the session," analysts
at Accendo Markets wrote in a note to clients.
Meanwhile, the results were too close to call in an election to fill a congressional seat in Pennsylvania.
The race has been viewed as a preview of mid-term elections to be held in November.
Trump handily won the Pennsylvania district in 2016, and the close results suggest
major losses for Republicans later this year.

UK to act on Russia: UK Prime Minister Theresa May is expected to outline how the UK
will retaliate after a nerve agent was used to attack a former double agent and his daughter
in Britain.
Investors will be watching closely. The measures could include financial sanctions and asset freezes.

Global market overview: European markets opened mixed, following a negative session in Asia.
US crude futures ticked up 0.4% to trade around $61 per barrel.

Earnings and economics: Del Taco (TACO) will publish results after the US close.
Shares in Prudential (PUK) jumped 5% after the insurance firm announced it will
split itself into two separate companies. It will spin off the M&G Prudential UK
and Europe business from Prudential plc, which will operate in the US, Asia and Africa.

Stocks stabilize: US stock futures were inching up after
a rough trading session on Wednesday.

The Dow slid 249 points, or 1%, after President Donald Trump escalated threats to clamp
down on China. The S&P 500 dropped 0.6%, and the Nasdaq shed 0.2%.

European markets posted minor gains and losses in early trading.
Asian markets ended mixed.

Earnings: Shares in German airline Lufthansa (DLAKY) were flat after the company
reported solid growth in revenue and earnings for 2017. CEO Carsten Spohr said
it was "the best result in the history of our company."

Dollar General (DG) is releasing earnings before the US open.
Adobe Systems (ADBE) and Broadcom (AVGO) will follow after the close.

Cnn Money:

Qualcomm still in the spotlight: Shares in Qualcomm (QCOM) were up 4% premarket
after the Financial Times reported that Paul Jacobs,
the former CEO and son of Qualcomm's founder, is working to raise money to take the
company private.
Qualcomm's market capitalization is around $89 billion.

The chip maker was recently the target of a hostile takeover bid from Broadcom (AVGO).
The $117 billion offer was formally withdrawn two days after President Donald Trump stopped the deal,
\citing national security concerns.
Trade tensions running high: The European Union is expected to release a full list of US products
that it will target for retaliatory measures
if Trump follows through on his plan to impose tariffs on EU steel and aluminum.
European Trade Commissioner Cecilia Malmström said last week that the bloc is considering new tariffs
on products including US orange juice, bourbon, denim, cranberries, peanut butter and motorcycles.
Analysts are worried that tit-for-tat responses could spark a trade war
that would slow economic growth and raise prices for consumers.
New research by the University of Pennsylvania demonstrated that a full-blown trade war would
erase any economic benefits from the US tax cuts passed last year.


Earnings: Tiffany & Co (TIF) will release its earnings before the open.

Facebook falters: Shares in Facebook (FB) are down about 3% in extended trading after weekend revelations about
a data controversy prompted renewed scrutiny of the social media giant.
Concerns have grown about how Facebook user data was used to reach voters ahead of the 2016 US presidential election.
Christopher Wylie, who co-founded and previously worked for Cambridge Analytica, said he harvested data from millions
of Facebook users that "allowed us to move into the hearts and minds of American voters in a way that had never been done before."
Cambridge Analytica is a controversial data firm that worked for Donald Trump's presidential campaign.
Facebook has suspended Cambridge Analytica and Wylie from its platform and is conducting a review after reports that
Cambridge Analytica gained access to information about 50 million Facebook users in violation of its policies.

Tariffs and the G20: Frictions over global trade loom over the G20 meeting of major world economies, which begins Monday
in Buenos Aires.
Trump's plan to impose tariffs on steel and aluminum sent a tremor through global markets and angered US trade partners,
who said they aren't afraid to retaliate. The administration has offered exemptions to Canada and Mexico.
It's unclear whether other countries will be spared.
"This is a very significant moment in the G20 and elsewhere," said Edward Alden, a senior fellow at the Council on Foreign Relations.
"The US is trying to force a change in its trading relationships with the world, and every country in the G20 is going to have to decide
how to respond to that."

Putin wins again: President Vladimir Putin won a landslide victory in Sunday's election, according to Russian state television quoting
Russian Central Election Commission data.
Putin was widely expected to win. His fiercest opponent, Alexei Navalny, was barred from the race.
"To the surprise of no one, Russian President Putin was re-elected over the weekend.
This suggests Russian policies carry on, and foreign governments' policies towards Russia carry on.
There is nothing here to change market expectations," said Paul Donovan, global chief economist at UBS Wealth Management.
Putin is now starting a new 6-year term, the last he can serve according to the Russian constitution.

China's central bank gets a new boss: There's a new leader at China's powerful central bank.
China's parliament confirmed Monday that deputy governor Yi Gang has been promoted to the top job at the People's Bank of China.
He replaces veteran governor Zhou Xiaochuan, who is retiring after leading China's central bank for more than 15 years.
Yi is a US-educated economist who speaks English fluently. He has been deputy governor of the central bank for the last decade.
He begins his first five-year term at the central bank immediately.

Global market overview: There's a fair bit of negativity in the markets right now.
US stock futures are declining. Facebook is one of the main losers on Monday morning.
European markets are all in the red in early trading. Asian markets ended the day with mixed results.

Meanwhile, shares in Barclays (BCS) are up about 4% in London after the British bank reported that the fund run
by activist investor Edward Bramson had acquired a 5.2% stake.

Facebook drama: The social network is caught in a data privacy firestorm that shows no signs of cooling off.
Facebook (FB) admitted over the weekend that a company linked to President Donald Trump's campaign had accessed
and improperly stored a huge trove of its user data.
The controversy erupted as UK media and The New York Times reported that data analysis firm Cambridge Analytica
tried to influence how Americans voted using information gleaned from millions of Facebook profiles.
Facebook stock suffered its biggest drop in four years on Monday, shedding 7%. Investors still have
not heard from CEO Mark Zuckerberg or COO Sheryl Sandberg.
"What matters for this stock, at this time, are the headlines," wrote analysts at Macquarie Capital.
Facebook is still one of the most valuable US companies, with a market cap of about $500 billion.
It's behind only Apple (AAPL), Google parent Alphabet (GOOGL), Amazon (AMZN), Microsoft (MSFT)
and about even with Berkshire Hathaway (BRKA).
Its shares were poised to drop further on Tuesday.

Alwaleed speaks:
Saudi Prince Alwaleed bin Talal has given his first interview since being caught up in an anti-corruption sweep.
The prince, who spent nearly three months locked up in Riyadh's Ritz-Carlton, told Bloomberg that he is now looking
to reshape his business empire. The billionaire and global investor said he's likely to split the assets of Kingdom Holding,
spinning off its Saudi property business. Kingdom Holding owns shares in Twitter (TWTR) and Citigroup (C), among others.
Alwaleed said he's also hoping to reassure investors.
"I understand it's not going to be easy at all -- some people in business community will be doubtful, will say, 'What's going on?,'"
he told Bloomberg.Pound relief.

The British pound strengthened 0.2% against the dollar on Tuesday, pushing the currency above $1.40.
Investors are cheering a joint legal agreement between Britain and the European Union on the terms of
a transition period lasting about 21 months after Brexit takes effect in March 2019.
There is still much work to be done on hammering out the details of the transition and the UK's future
trading relationship with its biggest export market.

China tariffs: President Donald Trump is expected to announce tariffs on Chinese goods coming into the United States.
The new tariffs are expected to apply to about $60 billion worth of Chinese exports to the United States.
That's a little more than 10% of all Chinese goods sent to the United States in 2017.
Beijing has renewed its warning that it could retaliate if Trump follows through with his plans.
"China will certainly take all necessary measures to resolutely defend its legitimate rights and interests,"
the Ministry of Commerce said Thursday.
Trump has already announced new tariffs on global imports of steel and aluminum.
His administration is now considering which countries should be exempt from these tariffs.


Zuckerberg apology: Facebook CEO Mark Zuckerberg has broken his silence over Cambridge Analytica
in an interview with CNN. He apologized, and pledged to fix what he called a "breach of trust" between
the social network and its users.
Facebook is facing legal action from investors and users over revelations that it allowed outsiders,
including the controversial political data firm Cambridge Analytica, to access its user data.
Zuckerberg also told CNN that he was happy to testify before Congress.
Shares in Facebook (FB) were about 1% lower premarket.


AT&T trial in spotlight: The Department of Justice's lawsuit to block AT&T (T) from buying Time Warner (TWX)
will begin in earnest on Thursday with opening statements.
It marks the first time in 40 years the Justice Department has sued to block a merger between companies in different lines of business.
The case is expected to have a big sway over the future of the media landscape and implications for other large takeover deals.
The trial is expected to last between six to eight weeks. Time Warner is the parent company of CNN.

Global stock market overview: European markets dipped in early trading and many Asian markets ended the day with losses.
US stock futures were also lower.

Movers and shakers: Two of the biggest market movers are tech firms: Twitter (TWTR) and Tencent (TCEHY).

Trade war fears: Investors are running scared after the United States and China fired the opening salvos of what could become a trade war.
President Donald Trump has directed the US trade representative to level tariffs on $50 billion worth of Chinese imports following
an investigation into intellectual property theft.

The United States also plans to impose new investment restrictions and take action against China at the World Trade Organization.
China quickly responded with tariffs of its own that will hit US imports worth $3 billion. Beijing said the proposed trade sanctions
would target US-made products ranging from pork to steel pipes.
The response from China was measured, but more retaliatory actions could be in the works.

US stock futures were in negative territory.

European stocks were down over 1% in early trade. Japan's Nikkei shed 4.5%, while the Shanghai Composite dropped 3.4%
and Hong Kong's Hang Seng declined 2.5%.

Gold and the Swiss franc, seen as safe havens by investors, both strengthened.
The CNNMoney Fear & Greed Index shows that "extreme fear" is driving the markets.


Metal tariffs: The United States has granted temporary exemptions on steel and aluminum tariffs to the European Union,
Argentina, Brazil, South Korea and Australia.
Exemptions for Canada and Mexico were previously announced.
The tariffs take effect Friday, but the exemptions mean they won't apply to many of the world's top steel producers.
Lobbying efforts are now underway to make the exemptions permanent.

"I'm pleased that they've announced a temporary exemption for the EU," British Prime Minister Theresa May said in Brussels.
"What I'll be working with my fellow EU leaders today on is to see how we can secure a permanent exemption for the EU."

May has a full agenda on Friday: European leaders are expected to formally adopt the agree the terms of the Brexit transition period
and future trade deal negotiations between the United Kingdom and the European Union.

Thursday market recap: The Dow Jones industrial average dropped 2.9% after the Trump announcement on China.
The S&P 500 declined 2.5% and the Nasdaq shed 2.4%.


Earnings and economics: The US Senate passed a $1.3 trillion spending bill early on Friday, averting a potential government shutdown.

The massive spending package marks the end of a months-long funding stalemate in which lawmakers
were forced to pass one short-term spending bill after another to stave off a shutdown.

Russia's central bank will announce a rate decision.

Trade war fears: Wall Street is bracing for more fallout from President Donald Trump's tariff announcements.
US Treasury Secretary Steve Mnuchin calmed nerves a little on Sunday, telling Fox News that he was "cautiously hopeful"
the United States and China could reach an agreement that would avert the tariffs.
"As President Trump said, we're not afraid of a trade war, but that's not our objective," he said.
Trump said Thursday that he would impose tariffs on about $50 billion worth of Chinese imports after accusing the world's
second biggest economy of stealing US intellectual property.
On Friday, Trump's global tariffs on steel and aluminum, which also include China, went into effect.
China has announced its own tariffs on $3 billion worth of US imports. (Tic for Tac, so on and so forth...baz)

Shanghai oil trading: The Shanghai International Energy Exchange launched crude oil futures trading on Monday.
It's the first time oil futures will be traded in Asia, with prices settled in Chinese yuan.
Data from Wood Mackenzie show China surpassed the United States to become the world's largest importer of crude in 2017.
Its import requirements are expected to grow by more than any other country over the next five years.
"China would want to play a more active role in influencing the price of crude oil," said Sushant Gupta, Wood Mackenzie's research director.

Global market overview: US stock futures were pointing up.
Markets in Europe and Asia were mostly higher following heavy losses at the end of last week.
The Dow Jones industrial average closed 1.8% lower on Friday, dropping to its lowest point since November.
The S&P 500 shed 2.1% and the Nasdaq declined 2.4%.
US crude futures were 0.8% lower on Monday.


Earnings and economics: Uber is selling its business in Southeast Asia to local rival Grab, the companies said in a statement Monday.
Uber had already admitted defeat in China and Russia.

British retailer JD Sports Fashion has announced a deal to buy Finish Line (FINL) for $558 million.
Shares in JD Sports Fashion were trading 3.5% higher in London.

Remington Outdoor Brands, one of the oldest and best-known gun makers in the world, filed for bankruptcy on Sunday.
The move allows Remington to stay in business while restructuring its massive debt.

The French statistics agency said the country's economy grew by 0.7% in the fourth quarter. GDP growth for 2107 was 2%.
