When does New Orleans get classified as toxic dump?

I am not fukkin around.

There have an enormous amount of standing water being held in by their (remaining) levies and failing pump system.

There are dead bodies floating around, human waste (toilets arent exactly working), all the household/industrial chemicals in everyones home/office, gasoline, you name it......hell even now you have the Cajun swamp critters coming in from the lake

Temperatures hovering around 100

This cannot be good for the human immune system for people to be living in
