Neteller account is a Foreign Financial Account?

Am wondering if any US citizen here has ever registered their Neteller account as a Foreigh Bank and Financial Account. Or more realistically, if anyone has any thoughts about whether a Neteller account would fall under the Dept of Treasure to disclose any account with more than 10k in it.

My reading seems to indicated that legally it needs to be filed, but am looking for other people's take.

Ask your account or just do it to be on the safe side. I think one of the posters here is an accountant or lawyer or both. Maybe they can shed some light on this issue.
