Default Rule Change Idea - - Good or Bad?

"Fair-Catch Rule" Needs Updating:

The "Fair-Catch" ruling that we have become accustomed to in football needs an update.

The player receiving the ball can simply wave a 'fair-catch" signal with one arm and cause the defensive/incoming player to back-off and/or change direction. The player receiving the ball is then protected, whether or not he catches the ball

An addition to the rule should be that a player waving for a "fair-catch" must catch or touch the ball before it hits the ground or it would be a 10 yard penalty (or half the distance to the goal-line). In otherwords no "fake" fair-catches!

What are your thoughts?

NCAA needs to review this possibility to discontinue this forum. they need to let the pros handle football and just show funny shows and Movies. It is hard to find the right people to show good football and make it good for tv and these guys not it. I live in texas so if the game is not on tbs i still get it, if you want to watch this game and you dont live in texas, then game ESPN game plan, I sent NCAA the same message...
