What a punk Kyl is. He puts the burden on banks and regulators by passing this stupid law and then complains and pressures them when they can't enact and enforce it. Same thing is happening in Iraq - putting the military in a no-win situation then complaining about how we are losing. UIGEA cannot be enforced and Iraq cannot be won. What's next Kyl? Try to outlaw online debit cards and war with Iran?
