Congress gave the Feds a blank check, they can fill in the blanks as they see fit. You dont really need specifics when foreign companies are involved, just take their assets and see you in court--on the Feds turf with the feds rules and the Feds' refs
They were never gonna go after US banks, just after foreign offshore gambling joints.
