IMO its quite the opposite. The regulations have already been written. And it goes a little something like this:
"We are the Feds and we can do whatever the fuck, whenever the fuck we want. We will seize anything we can get our hands on, and good luck for you trying to get them back!!!!"
And as long as everyone keeps lying down, the Feds will keep on keeping on
