only problem most run into is if they hit a jackpot and are trying to cash out
hell, I gambled in AC with my wife and her friends MANY MANY times when they were under 21. Not just slots but table games as well. Dealers and pit bosses generally just don't care. No one checks ID unless you win a large amount or really stick out for some reason.
The underagers even get served alcohol at the tables. Casinos are among the best entertainment options if you live in Atlantic City and are under 21. No joke.
