i get the impression it is more for show than effect....like, making sure if/when this US/Antigua 'shoow-down' takes place within the WTO, Antigua can go in with as clean a plate as possible.
they are probably thinking along the lines that it looks a lot better to be able to refute the eventual claims by the US, that the operators are all a bunch of thieves and lowlifes, etc..
