Correction:
Pretty sure Costa Rica doesn’t issue gambling licenses. The companies are set up as data processing companies and are required to keep all gambling related funds out of Costa Rica. According to Costa Rican law, a bet takes place wherever the funds are located. The only funds these companies are allowed to keep in Costa Rica are for the day to day expenses of running a company.
Correction:
The Internet Gambling Prohibition and Enforcement Act makes it illegal for a person engaged in a gambling business from knowingly accepting, in connection with the participation of another person in unlawful gambling, a monetary instrument.
